Name of project  :”Integrated health services to ensure protection and social inclusion of refugees” 

Project description:

The project aims at providing integrated support services to ensure protection and social inclusion of people with a form of protection and is based on the principle that integration is a dynamic and bidirectional process.

Project activities will cover all regional centers of accommodation and procedures across the country.

They target foreigners who were granted a form of protection and with priority to relocated refugees in Romania, program in three stages of implementation between July 2012 and June 2015.

Assistance for foreigners who were granted with a form of protection will be provided in the form of distinct service packages tailored according to identified needs, given the demands of the beneficiaries but also taking into account their interests to strive for integration.

People relocated benefit from such services in a similar way, however, they are appropriate to the needs of a target group looked uniformly in terms of needs and taking into account the experience of the first group of people relocated in Romania.

Through the project,  the available funds are trying to provide integrated care that responds to several types of needs and people (preschool aged kids or elderly people, vulnerable or potentially integration). Assistance is intended to be concentrated in consistent  services but generally limited to periods that do not lead to dependence and how they may stimulate the active involvement of refugees.

The partnership between JRS and OSC is a tradition with good collaboration developed over 10 years, and one recently tested in 2010 through  the project funded by UNHCR which has provided specific assistance to refugees relocated in Romania (at Galati center) and in 2011 within the project “Assistance and support to beneficiaries of a form of protection in Romania” (ERF / 10.01 / 02.01), which was supported for integration in Romanian society of foreigners who were granted a form of protection in Romania – including people relocated.

The partnership will lead to the successful implementation of the activities proposed by a wide coverage at the local level, by offering services tailored to the age and needs of the beneficiaries and with the resources and expertise provided.

 

The project aims (objectives):

• Provide integrated support services to ensure protection and social inclusion of people with a form of protection

• Facilitating access to the labor market and providing complementary social services

• Improved knowledge of Romanian language and culture

• Creating opportunities for obtaining permanent residence and / or Romanian citizenship, integration in social life

• Highlighting situations in the integration mechanisms mainly through a qualitative analysis

• Improving the quality of social integration mechanisms by observing existing practices and develop / improve them and also the legislation throughout the project.

 

Target group:

1. The main target group:

The target group of the project is the foreigners who were granted a form of protection in Romania, as defined in art. 6 letters a, b, d, of the European Parliament and Council Decision No. 573/2007 / EC, including refugees relocated in Romania. The latter will be given priority and also tailored services.

2. Secondary target group:

Indirect target group consists of institutional actors and NGOs that provide social services or who are competent and connected and the integration of beneficiaries of a form of protection, civil environment as a whole (Romanian family members of foreigners with a form of protection, employers, trainers, etc.). Also indirectly target group of the project is the Romanian Office for Immigration – Asylum and Integration Directorate through its structures at the central and local level across the country, as the authority responsible for the social integration of foreigners who have obtained a form of protection in Romania.

 

Project activities:

• Increased access and labor market integration

• Educational Development – Scholarships (social)

• Help to identify and accessing a home

• Aid to cover housing costs

• Temporary emergency accommodation

• Social and Medical Assistance for vulnerable people or with a small income

• Preschool education

• Involvement in social and cultural life

• Creating opportunities for obtaining a residence permit and / or Romanian citizenship

• Romanian Language and Culture Courses

• The support program for people relocated in Romania

• Activities to ensure visibility

• Activities to support the implementation of the project

 

Expected results in phase III:

• At least 130 BFP will access the labor market, to vocational training and will therefore receive social, medical and insurance of housing;

• At least 150 BFP will hold Romanian culture and language skills at an appropriate level;

• Creating opportunities for at least 40 BFP to obtain permanent residence and / or citizenship Romanian;

• Involvement of at least 40 BFP in social and cultural life of the Romanian society;

• A best practice guide BFP integration in Romanian society, developed and disseminated by the competent authorities;

• Provide visibility and visual identity established by the Contracting Authority;

• Providing material support needed to conduct the project; recording, monitoring, reporting activities; efficiency and monitoring activities, reporting; pursuit of fulfilling the project objectives; checking and monitoring legal and effective use of funds; verification of financial activity; project implementation and achievement of the objectives; providing quality care.
