The project “Migration-Return Training” is implemented by the Refugee Service for Refugees (JRS Romania) through the National Fund for Asylum, Migration and Integration of the European Union, managed by the Ministry of Internal Affairs in Romania through the Directorate for Non- as the Responsible Authority and through the General Inspectorate for Immigration, as the Delegated Authority.

The project is implemented between January 15, 2018 and January 14, 2019, with financial support totaling 167,497.67 lei.

The project envisages the continuation of an informal consultation and dissemination mechanism for practitioners, through seminars, publications, and the creation of a portal that includes comments and annotations to the relevant legislation. The constantly changing normative framework as well as the interpretations offered by different national and international courts imply a process of training at the level of the institutional actors involved within the Ministry of Internal Affairs, the Ministry of Foreign Affairs, the Ministry of Justice, international and non-governmental organizations, etc.

Immigration is one of the main challenges of the present world. While the number of foreigners in the country is relatively constant, of about 100,000, of which 60% are outside the EU Member States, managing immigration flows includes complex elements related to admission, stay and return, to be addressed both from a perspective benefits and international obligations assumed by states. All these levers require an understanding of the current global phenomena in the field of immigration, incidence legislation and interpretations given at the level of international courts.
